Irrigation is closely associated with the start of human civilization; it also has been a major technology in colonial rule and development cooperation. Irrigation is gaining renewed recognition with current climate variability.  I want to know how irrigation realities emerge from the many short-term actions of human agents and am fascinated how central planning is met by farmer responses.
